About Richard’s Business Immigration Corp.

Richard Leuce is a highly experienced immigration professional, having worked in very high-volume environments while assisting some of the world’s largest companies. His unique immigration formation included being a successful immigration appellant in Federal Court against the Canadian Federal Government, while his professional formation includes several years of experience with the Canada Border Services Agency (CBSA), and a global immigration law firm.

Immigration law is my passion, first encountering the intricacies and complexity at a young age. An immigrant myself, I was first exposed to the Canadian legal system by helping my parents successfully win an appeal in Federal Court [Leuce v. Canada (Minister of Citizenship and Immigration), 2002 FCT 409]. Ever since I have sought to continuously increase my immigration-related knowledge in all aspects of my professional development. I am constantly monitoring program delivery updates, operational bulletins and official releases in the Canada Gazette, and analyzing important policy updates from both IRCC and ESDC.

I have previous experience as a former S/Border Services Officer at Pearson Airport, where I had performed a variety of immigration-related activities, including the issuance of work and study permits, temporary resident permits and effectuating permanent residence landings, among others. After developing my expertise in passenger operations from a public sector point of view, I then obtained my license as a Regulated Canadian Immigration Consultant. Whilst working on the ICCRC license I had commenced employment with Fragomen (Canada) as an Immigration Caseworker, where after only 9 months I was promoted to Immigration Consultant.

Other work experience includes that of Manager – Immigration Practice Group with Dale & Lessmann LLP, a downtown Toronto law firm. In this role I assisted international clients develop their business operations in Canada. The clients I assisted ranged from large multinational corporations to smaller companies seeking to establish new and innovative technologies in Canada. In this role, I was constantly developing relationships with business stakeholders, from HR managers to Presidents and C-suite executives.

Lastly, I am currently also an Online Instructor with the University of British Columbia, part of UBC’s Certificate in Immigration: Laws, Policies, and Procedures (CILPP). Within this program, I teach the Temporary Entry and Practical Skills modules to students on their path to becoming Regulated Canadian Immigration Consultants (RCICs).
